Job Description

Duties

• Provide executive leadership and contracting authority for national, regional, and interagency acquisition programs assigned to and executed by the Huntington District.
• Provide specialized acquisition support to National programs such as the USACE Dam Safety Center and the Planning Center of Expertise.
• Provide specialized acquisition support to Regional programs such as the Regional Repair Fleet and the Regional Channel Maintenance Team Mechanical Dredge Support program.
• Develop long range organizational plans and goals and assign work; establish priorities; and balance workload to support both District specific and enterprise program requirements.
• Represent the Huntington District in meetings with senior officials from USACE Headquarters, other Districts, Federal and state agencies, industry organizations, and contractors concerning current and long-range acquisition programs.

Requirements Conditions of employment

• Must demonstrate ability to obtain DAWIA Contracting Professional certification prior to assignment.
• Must obtain an unlimited contracting officer's warrant via a Contracting Officer's Review Board chaired by the Senior Contracting Official within two (2) months of Entry on Duty date.
• Three-Year Tenure Agreement.
• Required to submit a Financial Disclosure Statement, OGE-450.
• Must be able to obtain and maintain a Secret Security Clearance.

Basic Requirement for Supervisory Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes applying highly developed professional knowledge of the theories and principles of contracting to execute contracting program for the organization; Administering contracts for Construction, Architect and Engineering, Environmental, Services, and Supplies; Developing strategies to maximize benefit to the Government (i.e., reducing Government risk, selecting proper contract type, decreasing contract cost, increasing value); Implementing team building strategies and methods to maximize team members' potential and productive work environment to meet mission goals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
